I guess they charge for Hotel geusts, I had a pass when I stayed at the 4 Seasons. Anyhow, as at any resort, it depends on who is in town as to what you will see. Usually speedos there, but you could be there during a Teamsters convention and then there are none. Europeon style sunbathing means topless women. They use that as the hotel pool on the TV show VEGAS
